  2. Makes a promise to the public that:
    1. It markets only what it reasonably believes to be safe
    2. It will be candid about its limitations and failures
    3. When it fails, it will make things right
  3. Keeps that promise by:
    1. Appropriately managing public expectations
    2. Supervising the entire product lifecycle
    3. Mitigating harms promptly, fully, and publicly
