Notes
Scope. This list covers standards that contemplate Level 3-5 automated driving as defined in GB/T 40429-2021 (broadly paralleling the SAE J3016 levels). It excludes standards addressing only driver assistance (e.g., GB 47955-2026 regarding Level 2).
Full-text access. Official records—and, for many standards, full texts—are available at openstd.samr.gov.cn or through dbba.sacinfo.org.cn. Where an official text is not available, a link to an unofficial (and unverified!) text is provided instead.
Translation. The bracketed English labels in the headings are unofficial shorthand descriptors. The English titles are unofficial translations unless printed in the standard itself.
Disclaimer. While I have worked to verify this list with experts in China, it is not authoritative. Instead of relying on it, use the provided links to consult the official standards documents.
Types of Standards
The Standardization Law (标准化法; revised 2017; SAMR) defines the categories of Chinese standards and their legal effect. The prefix of each standard's number identifies its tier and issuer, and a /T suffix (from 推荐, "recommended") marks a standard as voluntary rather than mandatory.
National standards (国家标准, GB). Issued by the State Administration for Market Regulation (SAMR) and the Standardization Administration of China (SAC) and applicable nationwide. Plain GB standards are mandatory: Nonconforming products may not be produced, sold, or imported. GB/T standards are recommended, and the rarer GB/Z designates guiding technical documents.
Sectoral standards (行业标准). Issued by individual ministries for nationally uniform industry requirements where no recommended national standard exists; like all nonmandatory standards, they must comply with applicable mandatory national standards. The Ministry of Industry and Information Technology (MIIT) uses the YD prefix for telecommunications and QC for automotive. The Ministry of Transport (MOT) uses JT for general transport and JTG for highway engineering. The Ministry of Public Security (MPS) uses GA.
Local standards (地方标准, DB). Issued by provincial or municipal market regulators, with the region's administrative code appended (DB11 Beijing, DB31 Shanghai, DB4201 Wuhan, DB4403 Shenzhen). They apply only locally as recommended standards.
Group standards (团体标准, T/). Voluntary standards issued by professional societies and industry alliances (T/CSAE for China SAE, T/CMAX for the Zhongguancun alliance). A voluntary group standard can become a requirement within the scope of a permit, contract, or administrative instrument that incorporates it, as with T/CMAX under Beijing's earlier road-test regime.
Enterprise standards (企业标准, Q/). Standards adopted by enterprises for their own products, services, or operations. None are included in this selected list.
Other instruments. Beyond standards, this page also includes closely related legislation, administrative rules, strategies, and pilot notices; each is identified as such in its entry.
National Mandatory Standards (GB)
GB 44495-2024, GB 44496-2024, and GB 44497-2024 were issued on 23 August 2024 with formal effective dates of 1 January 2026, establishing mandatory cybersecurity, software-update, and automated-driving data-recording requirements for intelligent and connected vehicles (智能网联汽车, ICV). Amendment No. 1 to GB 44495 and GB 44496 was approved and took effect on 28 January 2026, limiting the applicable vehicles to M and N categories and providing that the two standards apply to vehicle types newly applying for type approval from 1 July 2026 (official amendment announcement; implementation notice). An earlier mandatory standard on event data recorders (GB 39732-2020) applies principally to M1 vehicles equipped with an EDR.

Summary. China's first mandatory national standard for L3/L4 automated driving systems, expected to be issued as GB 44721 and replacing recommended GB/T 44721-2024 (the plan record shows no assigned number yet). Applies to M- and N-category vehicles with Level 3 and/or 4 driving automation (automated parking systems excluded). Key content per the consultation draft: safety performance no lower than a qualified and attentive driver (合格且专注驾驶员) across nominal, risk, failure, and beyond-ODC scenarios; quantified L3 motorway/expressway requirements (e.g., at least 130 m forward detection at 120 km/h; at least 10 s between issuance of an intervention request and its termination by a beginning minimal risk maneuver, with a severe-failure exception; and, where takeover capability is warned as insufficient, an intervention request no later than 15 s after the warning); L4 requirements (remote assistance permitted but must not perform the dynamic driving task); human-machine interface red lines (no automatic activation on power-up; driver readiness and attention checks, including steering-wheel control, before certain exits or transfers); safety-assurance requirements (安全保障要求) with lifecycle safety-management processes and a claim-argument-evidence safety case (安全档案) as a normative annex, which requires manufacturer-defined residual-risk acceptance criteria (a note supplies reference rates from 10⁻⁴ per hour for collisions to 10⁻⁷ per hour for fatal accidents and permits other indicators); simulation-track-road three-pillar validation; and same-type determination rules. Transition: immediate for new type approvals, from the 13th month for already-approved models. Public comment draft 12 Feb 2026 (the MIIT notice stated a 13 Apr deadline; the SAMR portal stated 16 Apr); approval draft (报批稿) publicized 17-24 June 2026; now in approval (正在批准); proposed effective 1 July 2027.

Chongqing's ICV local standards were swept in a January 2026 deregulatory repeal: DB50/T 1290-2022 (road-test remote monitoring), DB50/T 1571-2024 (AD function testing), DB50/T 1775-2024 (mobile communications), and DB50/T 1780-2025 (software updates) were all repealed effective 7 Jan 2026 (official repeal notice). DB50/T 1865-2025 (automated shuttle-bus operation; record) remains current.

International Instruments
China is a contracting party to the 1998 Agreement Concerning the Establishing of Global Technical Regulations for Wheeled Vehicles, Equipment and Parts Which Can Be Fitted and/or Be Used on Wheeled Vehicles. It participates in the World Forum for Harmonization of Vehicle Regulations (WP.29) and its Working Party on Automated/Autonomous and Connected Vehicles (GRVA).
An established UN global technical regulation (GTR) does not by itself become a domestic vehicle-compliance rule in China. Under Article 7 of the 1998 Agreement, a contracting party voting in favour of a GTR must submit it to its domestic process for adoption into its laws or regulations and subsequently notify the United Nations of adoption or a decision not to adopt it. China is pursuing domestic implementation of the ADS GTR through the pending mandatory ADS safety standard, plan no. 20256778-Q-339. MIIT states that this standard fully covers the GTR's core technical content while adding more detailed requirements.
China is not a contracting party to the 1958 Agreement and therefore has no treaty obligation under that Agreement to apply UN Regulations or recognize approvals issued pursuant to them. This does not prevent China from incorporating or referring to their technical provisions in domestic law or standards.
UN GTR No. 26 — Automated Driving Systems
United Nations Global Technical Regulation on Automated Driving Systems (ADS GTR)

Summary. The first UN global technical regulation specifically addressing automated driving systems. It was established by consensus vote of the contracting parties represented and voting in the Executive Committee of the 1998 Agreement (WP.29/AC.3) during WP.29's 199th session on 24 June 2026. In parallel, the Administrative Committee of the 1958 Agreement (WP.29/AC.1) adopted a new UN Regulation on automated driving systems, assigned UN Regulation No. 185.
As of 28 July 2026, the accompanying Guidance and Interpretation Document (GID) had not been finalized. A formal draft, ECE/TRANS/WP.29/GRVA/2026/24, had been submitted on 1 July 2026 for consideration at GRVA's 26th session in September 2026, while the ADS informal working group continued to refine and restructure it.
Chinese participation. China has held a GRVA vice-chairnship since February 2019. It co-chaired the earlier informal working group on Functional Requirements for Automated and Autonomous Vehicles (FRAV) and, according to MIIT, served as a co-chair country of the ADS informal working group through more than twenty sessions over more than two years of drafting.
MIIT organized participation by the China Automotive Technology and Research Center (中国汽车技术研究中心, CATARC) and the China Academy of Information and Communications Technology (中国信息通信研究院, CAICT); hosted multiple ADS meetings and workshops; led work on the technical background, drafting principles, and technical rationale; convened a national expert group on the GTR; and contributed closed-course, public-road, and vehicle–road-coordination testing, validation, and real-vehicle application data. China also submitted dozens of technical proposals concerning the dynamic driving task, human-machine interaction, and testing and validation methods.
Relationship to domestic standards. The formal report of GRVA's January 2026 session records China as stating that its corresponding national regulation was based on the draft GTR but contained additional and more detailed provisions adapted to China's national regulatory system. UNECE subsequently reported that China intended to follow the GTR's structure and collect comments. Public consultation on the pending mandatory national standard, plan no. 20256778-Q-339, opened on 12 February 2026; the official Chinese standards platform now lists it as awaiting approval. MIIT characterizes the domestic standard as fully covering the GTR's core technical content (全面覆盖其核心技术内容) while adding more detailed requirements.
