Chinese Automated Driving Standards as of 2026 July 27

Notes

Scope. This list covers standards that contemplate Level 3-5 automated driving as defined in GB/T 40429-2021 (broadly paralleling the SAE J3016 levels). It excludes standards addressing only Level 2 combined driver assistance (e.g., GB 47955-2026).

Full-text access. Official texts of many standards are available at openstd.samr.gov.cn or through dbba.sacinfo.org.cn. Where an official text is not available, a link to an unofficial (and unverified!) text is provided instead.

Translation. The bracketed English labels in the headings are unofficial shorthand descriptors. The English titles are unofficial translations unless printed in the standard itself.

Types of Standards

The Standardization Law (标准化法; revised 2017; SAMR) defines the categories of Chinese standards and their legal effect. The prefix of each standard's number identifies its tier and issuer, and a /T suffix (from 推荐, "recommended") marks a standard as voluntary rather than mandatory.

National standards (国家标准, GB). Issued by the State Administration for Market Regulation (SAMR) and the Standardization Administration of China (SAC) and applicable nationwide. Plain GB standards are mandatory: Nonconforming products may not be produced, sold, or imported. GB/T standards are recommended, and the rarer GB/Z designates guiding technical documents.

Sectoral standards (行业标准). Issued by individual ministries for nationally uniform industry requirements where no recommended national standard exists; like all nonmandatory standards, they must comply with applicable mandatory national standards. The Ministry of Industry and Information Technology (MIIT) uses the YD prefix for telecommunications and QC for automotive. The Ministry of Transport (MOT) uses JT for general transport and JTG for highway engineering. The Ministry of Public Security (MPS) uses GA.

Local standards (地方标准, DB). Issued by provincial or municipal market regulators, with the region's administrative code appended (DB11 Beijing, DB31 Shanghai, DB4201 Wuhan, DB4403 Shenzhen). They apply only locally as recommended standards.

Group standards (团体标准, T/). Voluntary standards issued by professional societies and industry alliances (T/CSAE for China SAE, T/CMAX for the Zhongguancun alliance). A voluntary group standard can become a requirement within the scope of a permit, contract, or administrative instrument that incorporates it, as with T/CMAX for Beijing road-test permits.

Enterprise standards (企业标准, Q/). Internal company standards. None appear in this list.

National Mandatory Standards (GB)

Three mandatory standards issued in August 2024 and effective 1 January 2026 form the compulsory baseline for intelligent and connected vehicle (智能网联汽车, ICV) type approval, including automated driving. An earlier mandatory standard on event data recorders (GB 39732-2020) also applies.

Intelligent and connected vehicle—Data storage system for automated driving (DSSAD)

Summary. Specifies technical requirements, test methods, and type-determination rules for on-board data storage systems for automated driving on M- and N-category vehicles; issued 23 Aug 2024, effective 1 Jan 2026. Supports crash reconstruction and responsibility investigations.

Technical requirements for vehicle cybersecurity

Automotive event data recorder (EDR) systems

Issuing authority. Developed under MIIT, drafted by the National Technical Committee of Auto Standardization (TC114); to be issued by SAMR and SAC.

Summary. China's first mandatory national standard for L3/L4 automated driving systems, to be issued as GB 44721, replacing recommended GB/T 44721-2024. Applies to M- and N-category vehicles with Level 3 and/or 4 driving automation (automated parking systems excluded). Key content: safety performance no lower than a competent and careful human driver across nominal, risk, failure, and beyond-ODC scenarios; quantified L3 motorway/expressway requirements (e.g., at least 10 s takeover lead time, at least 130 m forward detection at 120 km/h, minimal risk maneuver within 15 s of user incapacity); L4 requirements (remote assistance permitted but must not perform the dynamic driving task); human-machine interface red lines (no auto-activation on power-up; dual confirmation for handover); a mandatory safety management system and a claim-argument-evidence safety case (安全档案) as a normative annex, with graduated residual-risk benchmarks culminating in a fatality rate below 10⁻⁷ per hour (the draft allows manufacturers to justify alternative indicators); simulation-track-road three-pillar validation; and same-type determination rules. Transition: immediate for new type approvals, from the 13th month for already-approved models. Public comment draft 12 Feb 2026 (comments closed 16 Apr 2026); final draft publicized 17-24 June 2026; now in approval (正在批准); proposed effective 1 July 2027.

The companion technical document for Beijing's automated vehicle road-test regime: prescribes pre-permit closed-course capability assessment (levels T1-T5; general, specialized, and conformity testing, including night, rain/fog, high-speed, and driverless modules), with results serving as the basis for road-test authorization; issued and effective 2 Nov 2020. Companion T/CMAX 116-02-2018 sets closed-facility requirements; the alliance also publishes vehicle-road-cloud standards (e.g., T/CMAX 43006-2024 on city-vehicle cooperative sensing platforms).
