Notes
Scope. This list covers standards (including governmental recommendations) specific to SAE Level 3-5 automated driving. It excludes standards addressing only Level 2 combined driver assistance (e.g., GB 47955-2026). While some standards are mandatory (e.g., GB), others are merely recommended (e.g., GB/T).

National Mandatory Standards (GB)
Three mandatory standards issued in August 2024 and effective 1 January 2026 form the compulsory baseline for intelligent and connected vehicle (智能网联汽车, ICV) type approval, including automated driving. An earlier mandatory standard on event data recorders (GB 39732-2020) also applies.

Issuing authority: Developed under MIIT (工业和信息化部), drafted by the National Technical Committee of Auto Standardization (全国汽车标准化技术委员会); to be issued by SAMR (国家市场监督管理总局) and SAC (国家标准化管理委员会).
Summary: China's first mandatory national standard for L3/L4 automated driving systems, to be issued as GB 44721, replacing recommended GB/T 44721-2024. Applies to M- and N-category vehicles with Level 3 and/or 4 driving automation (automated parking systems excluded). Key content: safety performance no lower than a competent and careful human driver across nominal, risk, failure, and beyond-ODC scenarios; quantified L3 motorway/expressway requirements (e.g., at least 10 s takeover lead time, at least 130 m forward detection at 120 km/h, minimal risk maneuver within 15 s of user incapacity); L4 requirements (remote assistance permitted but must not perform the dynamic driving task); human-machine interface red lines (no auto-activation on power-up; dual confirmation for handover); a mandatory safety management system and a claim-argument-evidence safety case (安全档案) as a normative annex, with residual-risk criteria including a fatality rate below 10⁻⁷ per hour; simulation-track-road three-pillar validation; and same-type determination rules. Transition: immediate for new type approvals, from the 13th month for already-approved models. Public comment draft 12 Feb 2026 (closed 13 Apr 2026); final draft publicized 17 June 2026; proposed effective 1 July 2027.

National Recommended Standards (GB/T)
Unless otherwise noted, issued by SAMR (国家市场监督管理总局) and SAC (国家标准化管理委员会) and administered by MIIT (工业和信息化部). The entries from GB/T 34590 onward are not specific to automated driving but underpin the safety case and type approval of Level 3+ vehicles.

Key Local Standards
Local standards (地方标准, DB) are issued by municipal or provincial market regulators and are indexed at dbba.sacinfo.org.cn. Each city subsection begins with that city's legal framework, which comprises local laws and rules rather than standards. Hunan (DB43/T 2292.1-2022, automated driving field tests for transit buses) and Chongqing (DB50/T 1780-2025, software-update safety) have further local standards not detailed here.
Shenzhen
Shenzhen enacted China's first local law on automated driving, 《深圳经济特区智能网联汽车管理条例》 (Regulations of the Shenzhen Special Economic Zone on Intelligent and Connected Vehicles; effective 1 Aug 2022, amended 2026; full text at szrd.gov.cn). The standards below support the city's ICV market-access regime and are issued by the Shenzhen Administration for Market Regulation (深圳市市场监督管理局).

The vocabulary and safety-evaluation-framework parts are approved plans; further parts (e.g., natural-language scenario description) are in pre-research. MIIT's 2026 work plan calls for completing review and submission of the test-scenario standards.
